"Thailand Integrated Energy Blueprint (TIEB)" Targets:
- To reduce greenhouse gas emissions by 20-25% from the business-as-usual scenario by 2030,
- To meet or exceed 30% renewables in the energy mix by 2036.
Thailand currently relies on energy imports for more than half of its energy supply. Over the next two decades, according to the International Renewable Energy Agency (IRENA), the kingdom faces a rise in energy demand by almost 80%, driven by population growth and continued economic growth.
Energy security is a top priority for Thailand. In 2015, the government implemented a 5-year vision focusing on "Stability, Prosperity and Sustainability". The Blueprint, which spans 2015-2036, combines 5 key energy plans covering power, oil, gas, energy efficiency and alternative energy development. Strategies have been designed to enhance energy security and meet long-term social and economic goals through improved efficiency and greater reliance on renewables.

The Panel
Khun Duangjai Asawachintachit
Secretary General, Office of the Board of Investment.
Ms. Duangjai Asawachintachit, the Secretary General of the Thailand Board of Investment (BOI), was promoted to the position in October of 2017 after having served as a Deputy Secretary General of the BOI for seven years, and as Assistant Secretary General for two years.
She first joined the BOI in 1984, working in the Project Development Division. Between 1987 and 1989, she took a leave of absence to pursue her Master's degree. Upon her return, she was in the International Affairs division, where she became the Chief of the North American and Multilateral Affairs Section, and later the Chief of the Thai Overseas Investment Unit. In 1998, she was promoted to become the Assistant Director of the International Affairs Division, and in 2000, became Director of the BOI's Paris Office where she was responsible for attracting inward investments from Portugal, Spain, Switzerland, France and the Benelux countries. Immediately prior to her promotion to the position of the BOI's Assistant Secretary General, she was the Director of the BOI's Investment Marketing Bureau from 2005 until 2008.
Ms. Asawachintachit earned her Bachelor of Arts from Chulalongkorn University, and her MBA in finance and international business from Indiana University in the USA.
Khun James Rama Phataminviphas
CEO, Banpu Infinergy Co., Ltd. Energy Technology Business Group of BANPU, Banpu PCL.
Being at the helm of Banpu Infinergy, a subsidiary of Banpu PCL, Mr. James also plays a key role in strategic planning, business development and overall management of Energy Technology Business Group of BANPU to ensure its alignment with BANPU's 'Greener & Smarter' strategy and ability to keep pace with the fast-changing world. He is a leader who drives for strong corporate culture and continuous self-development of company's people at all levels.
Before joining BANPU, Mr. James has more than 24 years of work experiences that spanned across banking, finance and telecommunication, which shaped him as an executive who is keen in technology-driven business transformation to achieve greater efficiency and competitiveness. In banking sector, he was most recently Country Head of Channels and Digitalisation at United Overseas Bank (Thai) PCL, a position with more than 1,500 people under his leadership. With another high-level management position assumed earlier at Kasikornbank PCL, he was regarded as the youngest executive in Thailand's banking industry. Mr. James is renowned for his exceptional depth in digital banking, strategic planning and people management. His open attitude towards human capital means that his people can enjoy the opportunity to unleash their full potentials, including greater freedom in their decision-making and job execution as well as strong internal support for their skills and knowledge development. Moreover, Mr. James also has extensive work experiences in Thai and overseas telecommunication markets including USA and China.
Mr. James graduated with a Bachelor of Engineering from the Department of Telecommunication and Electronic Engineering, Faculty of Engineering, King Mongkut's University of Technology Thonburi. He continued to earn a Master of Business Administration in Entrepreneur Finance and Marketing Strategy from the Kellogg School of Management at Northwestern University, USA, and another Master of Business Administration in Entrepreneur and Finance from Sasin Graduate Institute of Business Administration of Chulalongkorn University.
Dr. Harald Link
Chairman & CEO, B. Grimm PCL.
Dr. h.c. Harrald Link is Chairman & CEO of B. Grimm, a position he has held since 1987. He is also Chairman of Amata B. Grimm Power Ltd., Amata Power (Bien Hoa) Ltd., B. Grimm Power Public Co. Ltd., and Carrier (Thailand) Ltd. Dr Link is Vice Chairman of Siemens Ltd and a Director of Carl Zeiss Ltd., Hamon B. Grimm Ltd., and Merck Ltd. He is an Independent Director of Siam City Cement Public Co., Ltd., and True Corporation Public Co. Ltd.
Dr. Link arrived in Thailand in 1978 to help his uncle grow the business. The company expanded into manufacturing and infrastructure and established many joint ventures with companies such as Carrier, Siemens, Merck, Carl Zeiss, KSB, Urgo, MBM, and three-wheeler manufacturing. Post 1995, B.Grimm expanded into power generation, bio-diesel production and the lifestyle industry.
Khun Win Panitvong
Moderator, HBSATh.
Win has been working in energy-related agricultural crops i.e. tapioca, oil palm and sugar cane. Win founded and sold a biomass power plant using agricultural waste as raw material. Win is currently a director of Nakornphet Sugar Ltd., a sugar manufacturing firm with stand alone biomass power plant.
Win graduated MBA from Harvard Business School, class of 2010.
